The bill ensures these requirements apply to all local innovation plans, regardless of when they were adopted or renewed. If enacted immediately, the changes take effect with a two-thirds legislative vote; otherwise, they become effective Sept. 1, 2025. Local innovation plans in place before this date must comply with the revised provisions by this deadline.
